Francis Boyle, the Dutch COVID-vaccine lawsuit, and the “about to testify” claim
A Conspiracy Veil Instagram post says Professor Francis Boyle died days or weeks after agreeing to testify against Bill Gates, Pfizer and others over mRNA vaccine risks. PBC checked the man, the case, the affidavit trail, and the unsupported leap.

Who was Francis Boyle?
Francis A. Boyle was not a random internet figure. The University of Illinois College of Law says he was an internationally recognized scholar of human rights and international law, a member of its law faculty for 47 years, counsel/adviser in international human-rights and war-crimes matters, and involved in drafting U.S. domestic implementing legislation for the Biological Weapons Convention — the Biological Weapons Anti-Terrorism Act of 1989.
University of Illinois says Boyle passed away on Thursday, Jan. 30, 2025. News-Gazette/Legacy search snippets identify him as Francis Anthony Boyle Jr., age 74, and report his death at Carle Foundation Hospital in Urbana. The public university notice did not provide a medical cause of death.
The case the post is pointing to
The strongest court anchor is a Dutch civil case: Rechtbank Noord‑Nederland, ECLI:NL:RBNNE:2024:4056, case C/17/190788 / HA ZA 23-172. The official Oct. 16, 2024 ruling is a jurisdiction/interim ruling. It confirms a civil case by several plaintiffs alleging they were misled into receiving COVID-19 injections they say were not safe and effective. It also says the claims against defendants are connected enough for joint handling and that the court has jurisdiction over a U.S. defendant under Dutch civil-procedure rules.
Important: the official Rechtspraak text anonymizes parties as [A], [X], etc. Advocacy and CHD/SPHPI reporting identify the case ecosystem as involving Bill Gates, Pfizer CEO Albert Bourla, Dutch state actors and others. That reporting says Gates lost a jurisdiction objection and that the case continued. The official ruling itself is not a merits finding.
What was Boyle allegedly about to testify about?
Advocacy/legal reporting says Boyle’s role was tied to his view that COVID-19 mRNA/LNP injections should be treated under biological-weapons law. Global Research/Joseph Sansone-linked material says Boyle provided an affidavit in a Florida mandamus case claiming COVID/mRNA nanoparticle injections are biological weapons and weapons of mass destruction. Later reporting says Boyle’s affidavit was read or used in the Dutch case after his death, reportedly through Dr. Joseph Sansone.
That is the source trail behind the Instagram caption’s “testify against Bill Gates and Pfizer” claim. But PBC did not locate, in this pass, a primary Dutch court witness list, subpoena, formal deposition notice, or pre-death hearing calendar naming Boyle as a scheduled witness. The cautious wording is: advocacy sources say he agreed to testify; the affidavit trail is real; formal scheduled testimony is not verified from primary court records here.

Why the distinction matters
There is a legitimate public-record story here: a prominent bioweapons-law scholar died; he had made unusually strong legal claims about COVID/mRNA products; a Dutch civil case concerning COVID-vaccine injury allegations exists; and plaintiffs/advocacy reporters say his affidavit or planned testimony mattered to that case. Those are records worth preserving.
But the Instagram post uses the lack of public cause-of-death information to imply silencing. That is not a safe or proven conclusion. Absence of a public cause of death is not evidence of murder. A proposed witness dying before a case proceeds is not, by itself, proof of foul play.
